Job Description :

As a dynamic region with a population of around 677 million that aims to live in peace and share prosperity, the Association of Southeast Asian Nations (ASEAN) has embarked on an initiative to build an ASEAN Economic Community (AEC). The AEC is envisioned as a competitive economic region well integrated into the global economy, having equitable economic development, and serving as single market and production base. In the implementation of the various economic agreements constituting the architecture of the AEC, ASEAN Member States (AMS) have adopted the AEC Blueprint. The Government of Australia is pleased to support implementation of the AEC Blueprint through the Australia for ASEAN Futures (Aus4ASEAN Futures).

In line with the ASEAN Vision 2025 and Key Aspirations of the three Community pillars, namely: Political-Security Community, Economic Community and Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Legal Officer for General Legal Affairs Division, Community and Corporate Affairs Department. Reporting to the Head of the General Legal Affairs Division of the ASEAN Secretariat (ASEC), the Legal Officer will provide legal support to ASEC and the implementation of the Aus4ASEAN Futures. The position is supported through the AUS4ASEAN Futures.

Remuneration and Benefits: Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a months basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

• • Draft, negotiate, and finalise agreements/contracts for the best interest of ASEAN, and the support for the AUS4ASEAN Futures/ASEAN-Australia Development Cooperation Program Phase II (AADCP II).
  • Provide: (i) legal due diligence on projects under AUS4ASEAN Futures and (ii) technical and oversight support relating to finance management and program expenditure of the agreements and contracts under AUS4ASEAN Futures/AADCP II.
  • Provide legal advice and support to ASEC and AUS4ASEAN Futures/AADCP II on the procurement of goods/services, employment, governance, and other corporate-related matters.
  • Provide legal advice on cooperation agreements entered into by ASEAN, which. includes reviewing the supporting documents, such as Terms of Reference, project documents, concept note, cooperation arrangements, and so forth.
  • Maintain and update the database of ASEAN agreements/contracts.
  • Provide legal advice on operational legal related matters, including privileges and immunities of ASEAN/ASEC, and its personnel.
  • Assist GLAD in rending legal support to ASEC on general legal matters governed by the applicable rules and regulations such as the ASEAN Secretariat Staff Regulations (ASSR) and ASEAN Secretariat Financial and Administrative Rules and Procedures (AFARP).
  • Provide support to the General Legal Affairs Division (GLAD) in carrying out its day to day functions and roles to support ASEAN, ASEC and AUS4ASEAN Futures/AADCP II.
  • When assigned, provide general legal assistance to ASEAN-related bodies (e.g. ASEAN Foundation, ASEAN Institute for Peace and Reconciliation, ASEAN Center for Energy, etc.)
  • Support GLAD to handle request/application for the use of ASEAN name as well as maintain the database of those request/application(s).
  • Perform other relevant duties commensurate with the post and as assigned by his/her supervisors and/or higher authorities of ASEC and AUS4ASEAN Futures/AADCP II.

• • Advanced university degree (Masters or equivalent degree) in Law or an appropriate related field or discipline with strong academic background; or a Bachelors degree with not less than two (2) years of relevant work experience in dealing with corporate legal issues.
  • Experience and exposure in commercial and business law is preferable.
  • Demonstrated knowledge and policy, research and technical skills in the relevant area.
  • Sound oral and written communication skills and strong interpersonal skills, including experience in cross-cultural environment and international settings.
  • Demonstrated ability to plan and organise tasks and work flows, with proven ability for accuracy under pressure and adherence to deadlines.
  • Demonstrated commitment to collaborative work practices.
  • Proven skills in problem solving in a complex organisational environment and in work planning.
  • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
  • Excellent command of English, written and spoken.
