Background


Panagora Group, a small, woman-owned business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote the use of empirical evidence for programming, learning, and adapting as USAID supports the Government of Indonesia (GOI).


Position Summary


The Supply Chain Management (SCM) Advisor contributes to efforts to expand access to and improve the quality of the HIV health commodities supply chain in Indonesia. The incumbent reports to the Infectious Disease Deputy Director of The Health Office and works closely with senior management and technical staff in HEA. The SCM Advisor serves in a senior-level capacity with a minimal level of supervision providing strategic direction and management of technical, programmatic, and administrative oversight of health logistics and supply chain strengthening activities. The SCM Advisor supports a $33 million portfolio, contributing to the supply chain activities of all Regional Operation Plan (ROP)-funded partners, including the anticipated Comprehensive Technical Assistance for Health Supply Chain activity. The SCM Advisor works with other bilateral/multilateral agencies and international donors, the Global Fund, UN Agencies, the Government of Indonesia (GoI), and civil society organizations (CSOs) in developing and implementing policies and programs based on best practices and innovations in health logistics and supply chain. The SCM Advisor will work with the Ministry of Health (MOH), and provincial-level governments. The incumbent contributes to national technical working groups for the health logistics and supply chain systems and supports alliances with other donors, like the Global Fund.


This is a 6-month contract based in Jakarta with an anticipated start in January 2024. The contract may be renewed depending on USAID’s needs and the performance of the professional.


The SCM Advisor will provide supply chain strategy and technical expertise to USAID programs; support program management including PEPFAR administrative requirements, monitoring and evaluation (M&E), and partner management; and participate in providing technical guidance within the health supply chain sector, including coordination with international donors and Government of Indonesia (GOI) on matters related to commodity procurement and distribution to resolve issues and ensure efficiencies in the national system, including opportunities to leverage the private sector. The SCM Advisor will also provide capacity-building and technical advice to USAID staff.


US citizenship is required for this position.


Primary Responsibilities


The Advisor will support the following activities:


A. Provides technical, programmatic, and administrative management of key components of USAID Indonesia SCM for HIV to achieve epidemic control (50%):

  • Contributing to USAID’s working relationships with the GoI entities and other donors involved in supply chain and pharmaceutical management, participating in the coordination of supply chain strengthening and national discussions related to expanding supply chain support to improve efficiencies at all levels.
  • Serving as a technical advisor regarding USAID’s investments in strengthening the GoI supply chain and commodities distribution system.
  • Providing technical advice in the following areas:
  • The SCM Advisor will provide technical guidance during program implementation. In supporting supply chain activities for all ROP-funded partners, the SCM Advisor provides country-level technical and programmatic support to the COR/AOR by reviewing implementing partner annual work plans, monitoring and evaluation plans, semiannual and annual progress reports, and ensuring appropriate technical approach and content.
  • Coordinates with multiple implementing partner staff on compliance with the U.S. Government’s legal/policy requirements, global changes in best practices, and national quality standards on health commodities procurement and supply chain management.
  • Establishes and participates in integrated project/activity management groups for health commodities procurement and supply chain management.
B. Build the capacity of USAID/Indonesia and Implementing Partners to leverage USAID/PEPFAR investments to achieve epidemic control through donor coordination and use of data analysis for program decision-making (40%):
  • Strengthen HIV donor coordination and technical collaboration to achieve the greatest synergies with available resources.
  • Ensures technical and programmatic synergy between USAID supply chain management activities and the other governmental and non-governmental health logistics activities by facilitating exchange of technical information and identifying opportunities for partnership on technical and programmatic activities to achieve greater engagement with and use of private sector services with USAID’s PEPFAR IPs, the GOI, and other donors, including the GF.
  • Reviewing current processes and existing Standard Operating Procedures related to health commodity registration, quantification and forecasting, national procurement, requisition order processing, distribution and replenishment, warehouse management systems, logistics management information systems, and making recommendations to create efficiencies and, where possible, increase engagement with the use of private sector services.
  • Analyzing and monitoring program progress and informing the Mission health office or senior management of any recommendations that need to be discussed with implementing partners, other international development partners or donors, or GoI officials.
  • Working with the anticipated Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management contract headquarters and in-country Field Office staff, mission staff, and other implementing partners to regularly coordinate, monitor, and report on the national quantification - forecast and supply plan, to monitor government-led procurements and ensure secure, on-time delivery of health commodities according to supply plans for USAID priority provinces for HIV.
  • Reviewing and recommending appropriate USAID internal controls for proper tracking of health commodities from arrival in-country to distribution at the PHO - DHO - Puskesmas levels.
  • As needed, prepare position papers for USAID senior management regarding policy dialogue with the GoI authorities and other stakeholders.
  • Draft talking points and/or speeches for the Office Chief and/or Mission Director, as required, prepare briefing papers, and presentations, and coordinate site preparations for VIP site visits.
  • Support technical teams across the health office with drafting, reviewing, and editing of routine reports.

Required Qualification:


Education:
Master’s degree with 5 years relevant experience in public health, logistics and supply chain management, pharmacy or pharmacy-related field, community health, bio-statistics, or another relevant area.

PRIOR WORK EXPERIENCE


  • Minimum of five years of progressively responsible, relevant professional experience, which includes technical disciplines related to pharmaceutical supply chain management or operations (such as forecasting and supply planning, distribution planning, warehousing, inventory management, risk management, and other key supply chain technical functions).
  • Minimum of two years of experience in HIV clinical and/or public health programming is required. This should include experience working with policymakers and/or senior government officials on adopting and scaling up best practices in health programming for HIV; direct management of activities for pharmaceutical and public health supply chain; including designing, implementing, monitoring & evaluating activities in the delivery of supply chain and pharmaceutical management programs;
  • Relevant project management experience;
  • Procurement and supply management or other relevant pharmacy sector experience;
  • Experience engaging or working with Private sector stakeholders.


KNOWLEDGE


  • Thorough knowledge of the principles, concepts, techniques, and accepted procedures of health supply chain management. Working knowledge of the commodity logistics systems for health products related to HIV is required. This includes demonstrated knowledge of quantification, forecasting, warehousing, distribution, information management, district capacity-building, and commodity procurement practice;
  • Knowledge of and experience with global commodity and procurement programs including the Global Fund for AIDS.


SKILLS AND ABILITIES

  • Demonstrated success in coordination and collaboration with mid- and senior-level public and civil society officials, and the private sector.
  • Demonstrated ability to analyze, communicate, and translate data/evidence into program and policy guidance.
  • Demonstrated ability to work and provide leadership in a team environment, coordinate well with others, and provide leadership in the areas of his/her competencies;
  • Excellent organizational skills in order to multi-task and stay organized in a complex, frequently changing environment;
  • Demonstrated ability in strategic thinking and decision-making as well as technical analysis, is required. Strong verbal and written communication skills, with a proven ability to communicate quickly, succinctly, and tactfully in both speech and writing; ability to facilitate meetings and to make oral presentations logically and persuasively to senior officials and partners in a multi-cultural context, along with the ability to produce concise, clear reports skills.
  • Strong computer skills, including high proficiency in the use of word processing, spreadsheet, and database programs (mainly Microsoft Office).


LANGUAGE PROFICIENCY


Full professional proficiency in English speaking, reading, and writing is required.
