About Selaras
USAID Indonesia Sustainable Municipal Solid Waste Management and Partnership (USAID SELARAS) is a five-year Activity that supports Indonesia in achieving its development goal of reducing marine plastic pollution by improving urban waste management through public institution strengthening and private sector partnerships. In collaboration with the Government of Indonesia (GOI), USAID SELARAS aims to advance the achievement of the international and National Medium-Term Development Plan (RPJMN) 2020-2024 target of 80 percent of waste handling and 20 percent of waste reduction in urban areas and reducing the country’s contribution to ocean plastic pollution by 70 percent by 2025, as well as the National Waste Management Policy and Strategy (Jakstranas) target of solid waste reduction by 30 percent and solid waste handling by 70 percent nationwide.
Using a strategic system approach that targets high-impact, catalytic interventions and customizes activities by evaluating enabling factors, identifying champions, and co-designing solutions, the USAID SELARAS team provides technical assistance to GOI, private sector, and civil society stakeholders to achieve five objectives:
- Strengthened Solid Waste Sector Governance and Financing;
- Improve and Expand Solid Waste Management Services;
- Strengthen Local Markets and Businesses for Plastic Waste;
- Improved Social Behaviors and Practices Toward Inclusive and Sustainable Solid Waste Management; and
- Improve Systems for Tracking and Reducing Methane Emission from Indonesia’s Solid Waste Sector.
The program was awarded to Development AIternatives Inc. (DAI) in October 2023. Systemiq is acting as a subcontractor to DAI with partial responsibility for the delivery of Objectives 1, 2 and 4.
Position:
You will be based in Jakarta in the head Selaras office with the core management and operational team. Reporting to the Objective 4 Lead, you will support them in delivering the major activities under Objective 4 – awareness campaigns, community engagement, participatory monitoring, and media advocacy – aiming to enhance general knowledge of sustainable waste management practices and encourage public participation ensuring consistency across the target cities/ districts located across Indonesia.
This will include supporting the SBC and Inclusive Sustainable SWM Lead in monitoring Objective 4 results. You will also coordinate with technical staff in the regional offices through periodic check-ins and offer technical guidance and share information and with community-based SWM groups to improve capacity and replicate successful interventions.
Specific activities that you will have responsibility for will include:
- Supporting the delivery of extensive household surveys in targeted cities to collect baseline data and analyze behaviors related to waste management.
- Supporting the organization of advocacy campaigns, ensuring they are linked with proposed or existing government policies and localized to address specific community needs and services. You will utilize social media platforms and e-learning tools for broader outreach and education on SWM practices.
- Advocating for the inclusion of SWM topics in local educational systems and increasing awareness among key community figures, including mayors and other officials.
- Creating and testing new messaging, jingles, and visual content that can be integrated into the Gerakan Indonesia Bersih program. The focus will be on content that is culturally relevant and resonates with local communities.
- Developing methodologies for door-to-door visits where representatives from SELARAS and its partners will engage directly with households to explain the SWM services available to them and collect data on waste management attitudes and practices.
- Engaging with relevant partners to plan site visits for residents to waste management facilities like waste banks, TPST, TPS3R, and landfills.
- Designing robust SBC activities evaluation strategies/frameworks and building a competent team comprising both USAID SELARAS and local partners. Working closely with local governments and community groups to establish data collection protocols.
- Establishing vital linkages between ongoing community recycling activities and the existing or planned 3R programs and facilities in various cities and districts.
- Providing technical assistance to strengthen the capacity of facility managers and workers at community recycling centers and waste banks through the development and implementation of customized, practitioner-led training modules.
- Collaborating with civil society organizations (CSOs) and firms under the Innovation Fund to leverage their expertise in waste management and recycling for effective capacity-building.
- Partnering with local schools, community organizations, and government bodies to integrate 3R education into existing programs and initiatives. These partnerships are intended to embed 3R awareness into the fabric of community life, making sustainable waste management a shared responsibility and a common practice.
Additionally, under the umbrella of USAID SELARAS’s commitment to gender equity and social inclusion (GESI), you will deliver work that also emphasizes the involvement of women in waste management initiatives. This will include:
- Facilitating women’s participation in waste management planning and decision-making at the community level.
- Promoting women’s leadership roles in community-based waste management initiatives.
- Supporting local governments in developing gender-responsive approaches to waste management.
Requirements:
Systemiq is looking for individuals with a strong record of excellence and achievement within social and behaviour change. You have proven yourself in different contexts and are keen to work in a young, innovative company where you can get involved in a variety of work, shape the business and make maximum impact. You are passionate about our mission and approach to system change. Your background includes working within teams to inspire hard-to-change behaviours and new habit setting. Specifically, you have:
Minimum:
- Undergraduate degree (S1) in a relevant subject matter, such as social science, communications, business marketing, business administration, environmental management, or anthropology. May hold specialized certification(s).
- At least 9 total years of professional experience, including experience coordinating with government partners to contribute to or amplify behavior change communication or social marketing programs.
- Demonstrated experience supporting the design and implementation of SBC campaigns, including experience with social marketing, training, and strategic communications.
- Strong planning, budgeting, results tracking, problem solving, and organizational skills.
- Strong written and verbal communication skills.
- Advanced proficiency in speaking and writing in English. Fluency in Indonesian.
Preferred:
- 10 years of experience in SBC, communications, product development, and social media.
- Knowledge of planning inclusive approaches, including city-wide inclusive SWM.
- Demonstrated success engaging households and communities in SBC related to waste management or similar environmentally focused issues.
- Experience on donor-funded projects, preferably USAID-funded projects.
Skills:
- Highly organised, ability to project manage and develop and stick to budgets.
- Attention to detail, commitment to producing high quality communications materials.
- Understanding of different communications and behaviour change approaches.
- Ability to engage with a wide number of stakeholders from donors, government and community.
- An understanding of environmental and social issues.
- Ability to multitask and work in fast-paced environment.
- High level of autonomy and ability to deliver with minimal supervision
- Collaborative approach and dedicated team player
