ORGANIZATIONAL CONTEXT

under the overall guidance of the WFP Country Director and direct supervision of the Head of Climate, Disaster Risk Reduction and Supply Chain, the incumbent will be responsible for the following duties:


KEY ACCOUNTABILITIES (not all-inclusive)

As a Logistics & Supply Chain Policy Development Consultant, contribute to facilitating the engagement of decision makers and experts with the concerned ministries, institutions and stakeholders involved in the policy formulation process through a participatory approach, and play an active role in both; the Policy Harmonisation Technical Working Group (TWG) and the National Logistics Cluster (NLC) Supporting Team as pool of experts across pentahelix, under the leadership of the Deputy Minister for Logistics and Equipment at the National Disaster Management Agency (BNPB).


Coordinate closely with the WFP’s Emergency Preparedness and Response (EPR) team under Strategic Outcome 2 and BNPB’s Policy Harmonisation TWG on the planning and implementation of the following activities in accordance to the logical process of regulatory framework.


1. Problem Identification: Identify key recurring challenges related to logistics and supply chains faced by national and subnational disaster management authorities in implementing the disaster management agenda efficiently and effectively.
2. Case for Government Action: Identify key solutions implemented (so far) by the government to address these challenges.
3. Identify Policy Option: Identify the availability of relevant policies, regulations, guidelines and strategies to address these challenges.
4. Impact Analysis: Evaluate and analyse the main barriers and challenges that hinder their effective and efficient use.
5. Finalise Preferred Option: Propose detailed plans and stages of improving regulations related to logistics and supply chains based on priorities for the short term (1-2 years), medium term (3-4 years), and long term (5 years and above).
6. Policy Formulation: Undertake and facilitate the policy formulation process through collaborative engagement both at national and subnational levels based on agreed priorities/option.
7. Policy Development: Facilitate the policy revision/drafting process through collaborative engagement with relevant stakeholders.
8. Policy Testing and Revision: Support and facilitate testing and evaluation of policy implementation through simulation exercises, and if necessary, through actual operational implementation.
9. Policy Implementation and Evaluation: Furthermore, the BNPB will lead and facilitate the policy submission and enactment. Meanwhile, WFP together with the NLC Supporting Team may be involved during policy implementation and evaluation, if required.
10. Ad-hoc support: Perform other tasks as required.


KEY ACCOUNTABILITIES (CONTD)

Partnerships:
The proposed activities will be planned and coordinated under the leadership of the BNPB Deputy Minsiter for Logistics and Equipment Division by involving relevant Ministries and Institutions. The policy development process will intensively involve the NLC Supporting Team including several other relevant experts, such as disaster management practitioners with a strong background in developing disaster management regulations, policies, systems and strategies. In addition, relevant development partners supporting the BNPB Logistics & Equipment Division will also be involved to ensure alignment and synergy across relevant strategies as outlined in the 2024-2029 BNPB’s Logistics and Equipment Master Plan. A coalition of development partners will also help ensure policy coherence at national and subnational levels.


Key contributions and outputs:
The proposed outputs will contribute to the National Priority of the National Disaster Management Plan (RENAS PB) 2020-2024 particularly under the National Action Plan Focus Priority 1: Strengthening and harmonization of disaster management laws and regulations; as well as to the work of the Unated Nations in Indonesia, under the framework of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 Outcome 3: Environment, Disaster and Climate Change.


The following outputs are targeted to be finalised and the final drafts to be officially launched during Disaster Risk Reduction (DRR) Commemoration Month which is planned to be held in Banda Aceh, Aceh Province, October 2023. The DRR Month is also part of a wider National agenda related to the 20th Anniversary of the Indian Ocean Tsunami in Aceh.

  • Output 1: A comprehensive report outlining key findings and recommendations based on a review and analysis of the regulatory framework, including proposed priority plans for harmonization of logistics and supply chain regulations for the short term (1-2 years), medium term (3-4 years), and long term (5 years and above);
  • Output 2: Completion of the final draft of 1 (one) BNPB short-term priority regulation concerning logistics and supply chains in disaster management;
  • Output 3: Completion of the final draft of the BNPB Technical Guidance concerning Fulfilment of Goods or other relevant guidance;
  • Output 4: Completion of the final draft of the BNPB Technical Guidance concerning Storage of Goods or other relevant guidance;
  • Output 5: Completion of the final draft of the BNPB Technical Guidance concerning Distribution of Goods or other relevant guidance;
  • Output 6: Completion of the final draft of the BNPB Technical Guidance concerning Standardization of Logistics and Equipment or other relevant guidance;
STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in Logistics & Supply Chain Management, Disaster Management, Public Policies, or other related field, or First University degree with additional years of related work experience and/or certifications/training/courses.


Work experience: Three years post graduate relevant professional experience with Master’s Degree, or five years post graduate relevant professional experience with a first University Degree. Previous experience in developing the disaster management policies is fundamental, including, but not limited to:

  • Experience in formulating regulatory frameworks or developing public policies through a participatory approach, particularly in the areas of logistics, supply chain and disaster management;
  • Experience in designing supply chain management systems using strategic management approach and strategic planning process;
  • Experience in managing an area of supply chain planning and operations in disaster management, including coordination with internal and external stakeholders;
  • Experience in managing relationships and capacity development initiatives with government institutions, non-government organisations and development partners;
  • Experience identifying operational risks, business continuity and its linkages with emergency mitigation and preparedness;

Languages: Fluency in both oral and written communication in UN language in use at the duty.

Knowledge: Strong leadership, analytical and constructive thinking, communication and facilitation skills, strong understanding of humanitarian supply chain dan disaster management aspects, governance and business processes in the field of disasters management, public policies and regulations related to disasters, including the Government’s Norms Standards Procedures Criterias (NSPK) in disaster management.
