National Consultant – Global Health Security Initiatives


Purpose of consultancy

The consultant will support the Center for Global Health Policy and Technology Policy in their efforts to transform health technology, and foreign cooperation matters (bilateral, multilateral and regional). The consultant will support the Center in ASEAN related projects, the Global Health Security Agenda (GHSA) and health security assessments such as the International Health Regulations (IHR) Joint External Evaluation (JEE) monitoring framework, the development and monitoring of the National Action Plan for Health Security and other preparedness and planning efforts.


Background

Support to the Center is requested to ensure focus is maintained on regional health diplomacy initiatives, GHSA matters and to oversee the update of the National Action Plan for Health Security and development of a monitoring framework.


Deliverables

  • The consultant will perform the following tasks with the below deliverables:
  • Coordinate the drafting of National Action Plans to achieve global health targets.
  • Conduct follow-up action of the Joint External Evaluation conducted in October 2023.
  • Support the work of the Global Health Security Agenda (GHSA) Secretariat, including maintaining electronic mail communication and drafting GHSA’s quarterly newsletter.
  • Supporting Indonesia’s role in the multilateral health forum/agendas, including drafting the Indonesian’s position papers, statements, and presentations.
  • Support compiling the E SPAR (Electronic State Party Annual Reporting) for submission to WHO.
  • Support development of National Action Plan for Health Security (NAPHS) monitoring tool and monitoring of NAPHS implementation progress.
  • Undertake any other related duties/responsibilities as assigned by supervisor as required.

Qualifications, experience, skills and languages


Educational Qualifications:

Essential: Bachelor’s degree in health related field or social sciences.

Desirable: Master’s degree in public health, international relations or political science


Experience:

Essential: 5 (five) years of professional work experience in the field of public health including national and regional forums

Desirable:

  • 1-3 years of work experience in international public health forums
  • Experience working in the UN or other international development organizations and having experience working/ involved in GHSA activities.

Skills/Knowledge:

Essential: Microsoft office programs, video conference platforms and recording mechansisms, knowledge of international cooperation

Desirable:


Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of written and spoken English and native language skills in Bahasa Indonesia

Desirable: Proficiency in another ASEAN or UN language


Location:

(On-site) - The consultant will work under the supervision and direction of the Director for Center for Global Health and Health Technology Policy in Jakarta and attendance will follow MoH regulations.


Travel: The consultant is expected to travel.


Remuneration and budget (travel costs are excluded):

  • Remuneration: Band level A – IDR – 50,000,000 per month
  • Living expenses (A living expense is payable to on-site consultants who are internationally recruited): N/A
  • Expected duration of contract: Until December 2024
