SIAP SIAGA - Disability’s Rights and Inclusion Specialist (Consultant)

Project Overview and Role:

SIAP SIAGA - The Australia and Indonesia Partnership in Disaster Risk Management is a five-year program implemented from 2019 to 2024, financed by the Government of Australia - Department of Foreign Affairs and Trade (DFAT) and managed by Palladium. The goal of the SIAP SIAGA program is to strengthen Indonesia’s management of disaster risk, and support engagement between Australia and Indonesia on humanitarian affairs and disaster risk management in the region. The outcomes of this investment have both a domestic focus on improving the disaster management system to build national preparedness and deliver disaster management services at the subnational level, and a regional focus to support improvements in disaster management and humanitarian preparedness and response in the Indo-Pacific.

To achieve its outcomes and goal, the SIAP SIAGA seeks to produce the following intermediate outcomes:

  • Improved coherence of the disaster management system, including workflows and decision-making processes.
  • Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of governments and in communities.
  • Improve quality of information and analysis for targeted communications within government and with the public at large

The SIAP SIAGA program is implemented at the regional, national and sub-national levels through collaboration mainly with the National Disaster Management Authority of Indonesia (BNPB) and other government ministries such as the Ministry of Home Affairs (MoHA), the National Development Planning Board (Bappenas), the Ministry of Social Affairs (MoSA), the Ministry of Foreign Affairs (MoFA), sub-national disaster management agencies (BPBD) and other local government agencies as well as with civil society organizations (CSOs), and donor agencies. In addition to the work at national levels and with the wider region the SIAP SIAGA program operates across several provinces in Indonesia, where its work includes a significant focus on understanding and improving the intensity and quality of gender and inclusion mainstreaming in disaster management. Target provinces are Bali, East Java, Nusa Tenggara Timur, and Nusa Tenggara Barat.


Primary Duties and Responsibilities:

Under the leadership of the SIAP SIAGA National Program Lead and the Gender Equality, Disability and Social Inclusion Advisor, the Disability’s Rights and Inclusion Specialist will undertake the following:

  • Provide policy advice and recommendations in disability’s rights and inclusion mainstreaming for BNPB Head of Planning Bureau and Director of Strategic Development for Disaster Management, and other relevant work units.
  • Provide analytical review of the general policy, regulatory and implementation system related to disability inclusion for disaster management in Indonesia.
  • Support the review of Perka 14/2014 on the Management, Protection, and Participation of Persons with Disabilities in Disaster Management.
  • Provide inputs for the revision of BNPB regulation on disability inclusion in Disaster Management, if required, or the business process to update the Perka related to disability Inclusion in Disaster Management by considering the existing Perka 14/2014 is outdated and requires integrating Law No. 8 of 2016 concerning People with Disabilities
  • Provide technical guidance for the operationalization of Disability Inclusion within the BNPB’s work units.
  • Facilitate the drafting of technical guideline for the participation of people with disability in disaster management at the local level in consultation with Directorate of Preparedness BNPB
  • Provide policy advice and suggestions for capacity strengthening on disability inclusion mainstreaming for other related ministries/agencies (MoHA, Bappenas, and MoSA).
  • Work closely and liaise with, but not limited to, BNPB’s Gender Specialist, SIAP SIAGA Head of Knowledge, Performance and Learning
  • Provide monthly reports to the SIAP SIAGA National Program Lead and the GEDSI and Safeguarding Advisor on the progress of the works being done.
  • Perform other duties as agreed with the SIAP SIAGA and BNPB’s queries related to disability inclusion.


Required Qualifications:

This position is open for People with Disabilities only with the following qualifications:

  • Advance degree in International Development, Disability Inclusion Studies, Social Development, or other relevant development subject.
  • Minimum 10 years professional experience in disability inclusion and safeguarding position, including experience in complex development programs.
  • Ability to think strategically and engage with program team, client and other stakeholders as directed by the program.
  • Experience working in consultation with government and civil society partners and community partners.
  • Experience working with BNPB and/or other line ministries is an advantage.
  • Demonstrated ability to deliver high quality reports and other written materials in both Indonesian and English
  • Ability to develop strong working relationships in a complex cross-cultural environment.
  • Demonstrated ability to work with people from diverse backgrounds and perspectives, and a professional commitment to promote a culture of gender equality and social inclusion.
  • Fluent in English (written and spoken).
