JOB DESCRIPTION
Background UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. About the Position UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, WPS agenda continues to expand its foot in global policy making. Indonesia is one of the lead ASEAN Member States to advance WPS agenda in the ASEAN region, particularly around issues of conflict prevention, peace mediation and negotiation including counter terrorism (CT) and prevention of violent extremism (PVE), women in peace keeping operation among others. Under the UN Women Indonesia SN-AWP 2021-2025, governance and WPS is one of the programme priorities funded by various donors. It is also fully aligned with Indonesia UNSCDF 2021-2025. Under the new UN Womens Strategic Plan (2022-2025), UN Women globally aims at contributing to achieving positive social norms, including through engaging men and boys in partnership with other UN Agencies such as UNFPA and UNICEF. In Indonesia, UN Women Indonesia Country Office Programmes are guided by the Strategy Note 2021-2024, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and UN system in the country. The Country Office is currently managing three major programmes/portfolio, namely, Womens Economic Empowerment, Ending Violence Against Women (EVAW) and Governance, Peace and Resilience (to include climate change and disaster risk reduction). Working with the triple mandate on normative framework (CEDAW, Social norms programming and coordination is a vital component and cross-cutting theme of all UN Womens work in Indonesia. Under the direct supervision of the Programme Manager/ Team Lead – Governance, Peace, and Resilience with the secondary reporting line to the Project Coordination Specialist, ASEAN WPS, the Programme Analyst is responsible for the management and implementation of the WPS programme in Indonesia, including the monitoring and evaluation (M&E), reporting, and finances of the portfolio. The Programme Analyst will also be mainly responsible for developing and implementing country strategy for advocacy, coordination, and engagement with multi-stakeholders at the national levels to advance WPS in Indonesia and strengthening cross-thematic coordination within UN Women Indonesia and with other UN agencies working on WPS.
Duties and Responsibilities 1. Provide substantive technical support to the implementation and management of the WPS programme including communication for social norms change
- Coordinate the overall Programme work plan development and implementation according to the project/programme documents;
- Lead the coordination and liaise with WPS regional and national counterparts especially with relevant government agencies, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed;
- Prepare and present work-plans, periodic narrative progress reports and expenditures status reports;
- Establish systems for project planning, implementation and monitoring, in collaboration with partners; Record and maintain documents on relevant Programme
- , issues, and risks. Implement and manage social norm change
- and communication actions in the WPS projects implemented in Indonesia, including collaborating with internal and external partners to provide operational and technical support to implement social norm change strategies.
- Contextualize and contribute to the effectiveness implementation of social norm/behavioral change programs/projects/components and make recommendations for continuous improvement;
- Ensure that strategies to integrate social norms/behavior change into WPS programming can leverage UN Women thematic programme on WEE, EVAW, Governance and Disaster Risks Reduction and Humanitarian Action;
- Help to establish indicators for social norm/behavioral change and monitor/assess implementation performance according to those indicators;
- Synthesize lessons learned, accomplishments, and challenges on the work to promote social norm/behavioral change to advance the WPS and gender equality cross thematic linkages;
- Participate in inter-agency coordination meetings and represent UN Women.
- Provide analysis for elaboration of communication strategies; ensure gender perspective;
- Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary; Monitor and analyze

- Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events;
- Follow up on the production of communication for change materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g., individuals, communities, government officials, partners, media etc.);
- Gather and compile all information necessary for results-based monitoring and reporting on the assigned project portfolio;
- Monitor the implementation of results and the expenditure of funds by partners; conduct regular monitoring
- Provide inputs to annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
- Provide substantive inputs to donor and UN Women reports.
- Oversee and monitor the allocation and disbursement of funds to participating partners;
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
- Provide substantive inputs to financial reports.
- Support the development of a resource mobilization strategy ; analyze and maintain information and databases on potential donors;
- Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
- Participate in donor meetings and public information events, as delegated;
- Map potential donors and their specific interests in the area of gender and social norms and WPS, as a basis for resource mobilization efforts.
- Ensure documentation of the project portfolio implementation, development of knowledge products in accordance with UN Women guidelines;
- Contribute to the exchange of information and knowledge products internally and externally; Identify and synthesize best practices and lessons learned directly linked to programme goals and

- Organize and conduct training and workshops on communication and advocacy, as appropriate; Support the organization, administration and implementation of capacity-building initiatives to enhance the competencies of clients/stakeholders/partners across programme sectors on WPS, social/gender norms change, Communication for development planning, and implementation in support of projects. Develop training materials for training
- and revise them periodically for improvements and updates;
- Support the drafting of briefing materials, and press releases and coordinate its dissemination through effective channels;
- Support identification of storylines for publication and articles.

- Proven track record of work in designing and implementing communication/advocacy tools and strategies for social norm and behavioural change to advance the WPS agenda and/or gender equality preferably in ASEAN/Indonesia.

- Ability to synthesize program performance data and produce analytical reports in order to inform decision-making in programme management and implementation

Required Skills and Experience Education and certification:
- Masters degree or equivalent in international development, social sciences, human rights, gender/womens studies, or other related areas is required.
- A project/programme management certification would be an added advantage.
- At least 2 years of progressively responsible work experience in programme and communication work with focus on women peace and security, and/or social/gender norm change.
- Experience at the international level in coordinating/managing programme interventions to promote gender equality.
- Experience in coordination, strategic planning, and implementation, including monitoring of projects, preferably related to thematic area is an asset.
- Experience in coordinating and liaising with government agencies and/or donors, UN Agencies, and stakeholders is desirable.
- Previous experience working in the UN System is an asset.
- Experience in designing and implementing communication for social/gender norm change strategies, methods, and tools to advance WPS and gender equality in the context of Indonesia is an advantage.
- Working experience with ASEAN is desirable.
- Fluency in English is required.
- Knowledge of the other UN official working language is an asset.
