Program Overview Indonesia envisions that in 2045 the country will be able to transform its economy from a natural resource-dependent economy to a modern, competitive manufacturing- and service-based economy with high value-added to secure prosperity and social justice for all Indonesians. This transformation will capitalize on the countrys maritime strengths by incorporating better ocean resource management to leverage the blue economy development for increasing environmental. sustainability as well as building competitive, innovative, and sustainable maritime sectors.
A sustainable blue economy is given a central part in this shift of paradigm and geopolitical role. Indonesia will be known globally as a champion for conservation, restoration, and sustainable management of its seas, having been able to tackle the many environmental issues affecting its ocean and seas, such as marine and coastal pollution, climate change, IUU, overfishing, and habitat destruction, among others.
One of the keys to achieve the vision is by enhancing the governance of Indonesian seas and ocean recognising the multifaceted issues and interests across space and time. This effort will need to be supported by objective and scientifically robust data and analysis which can inspire action, coupled with the fulfilment of enabling factors as a catalyst for change and mobilization of resources. In WRI Indonesia, we work on three main areas: (1) Seeking collective actions through convening multistakeholder platforms to leverage the impacts for sustainable coastal and fisheries management, such as: the New Ocean Economy; (2) Enhancing sustainable coastal management including through providing policy-based research for advancing and scaling-up a nature-based solution approach for coastal management and fisheries; and (3) strengthen sustainable blue food management and governance.
High Level Panel-Sustainable Ocean Economy (HLP-SOE) The High-Level Panel for a Sustainable Ocean Economy (Ocean Panel) is a unique global initiative by serving world leaders that is working to build momentum towards a sustainable ocean economy in which effective protection, sustainable production and equitable prosperity go hand-in-hand. By enhancing humanity’s relationship with the ocean, bridging ocean health and wealth, working with diverse stakeholders and harnessing the latest knowledge, the Ocean Panel aims to facilitate a better, more resilient future for people and the planet. Since launching in 2018, 18 world leaders have joined together to realise the mission of sustainably managing 100% of the ocean area under national jurisdictions.
Ocean Accounts & Blue Carbon Measuring and valuing marine & coastal ecosystem services is central to understanding ocean contributions to people and economy within and beyond GDP. The growing appetite in countries on ocean accounts calls for: Readily available dataset on coastal ecosystem extent, condition, and service factors e.g., blue carbon, etc; Guidance for policymakers and other stakeholders on how to apply the data; and use cases on applying ocean accounts for policy planning and evaluation.
The Indonesia Blue Carbon Strategy Framework (IBCSF). Indonesia is labelled as one of the countries with vast blue carbon ecosystem, that has the ability in storing carbon and at the same time supporting the ecosystem and livelihood of coastal community. As a carbon storage, the ecosystem can provide significant contribution for Indonesia’s climate ambition that are stipulated in its Nationally Determined Contribution (NDC). The IBCSF intends to enable and facilitate the incorporation of blue carbon to NDC.
Nature-based Solution to Sustainable Blue Food Join funded by IDRC and the Government of Canada, AQUADAPT is a four-year partnership (2023 – 2027) that addresses the intertwined critical challenges of climate change, biodiversity loss and food insecurity through applied research in nature-based aquaculture in Southeast Asia and the Pacific region. The initiative will drive research action on inclusive and sustainable nature-based aquaculture solutions to understand their contributions to biodiversity conservation, environmental sustainability and climate resilience, sustainable food production systems, socially inclusive development that engages diverse groups (e.g., women, youth, Indigenous Peoples), generating revenue to be profitable and equitable for farmers of all genders, reducing disease prevalence and antimicrobial resistance.
Job Highlight The Blue Carbon Project Lead will support in delivering research and engagement in the area of blue carbon and nature-based solution in the marine and coastal environment, such as Ocean Account, Promoting Nature based Solution in Fisheries, Blue Carbon Ecosystem Mapping, Restoration and Conservation, Sustainable Blue Food, and to support Manager in further advance the WRI Indonesia portfolio in the topic of sustainable management of coastal and marine ecosystem including fisheries; while exploring prospect for research activities, donor relations, proposal writing, and internal project framing.
The responsibilities of the Blue Carbon Project Lead will mainly in the area of project management during the preparation, implementation and finalization of the project, that includes but not limited to coordinating with the relevant internal and external experts, analysts to ensure timely implementation and submission of deliverables with higher quality of the outputs, engage with the key stakeholders, coordinate with the finance and administrative support team, and support the enhancement of the quality of data and information and improve data-communication among sectoral in national-subnational level agencies
This position will be based in Jakarta with office-flex working arrangement. Reporting directly to the Ocean and Plastic Waste manager while working collaboratively with Coastal & Fisheries Governance Project Lead and the rest of the relevant research team within the organization.
What You Will Do Project Management (60%)
- Lead the preparation for the implementation of project.
- Development of detailed project workplan and monitor its progress in line with the project schedule.
- Develop or coordinate the writing of project reports, and ensuring the quality of the report.
- Analyzes and assists with the project implementation and budget management.
- Keep track of past performance and lessons learned to use on future project preparation.
- Develop/coordinate the development Term of Reference for activities implemented under the project.
- Co-manage changes to the project arrangement & timeline, ensuring its technical feasibility.
- Ensuring proper structure for deliverables, esp. for dissemination process
- Organizes internal and external meetings, workshops, conferences, and other dissemination activities.
- Support the fundraising effort by providing science-based insight to reach project goals and contribute to proposal/concept notes development.
Stakeholder Engagements (30%)
- Coordinate the engagement with the various government institutions in relation to marine and fisheries related project e.g. data, technical discussion, dissemination, and/or fundraise for collaborative research projects.
- Support the engagement with national and international stakeholders relevant with the project and Ocean Portfolio.
Research Management, Knowledge and Publication (10%):
- Support the alignment of the need for research into the project development.
- Support the technical in the technical analysis, synthesis of lessons learnt and experiences, publishing findings in reports, issue brief in the area of blue carbon, blue economy and ocean governance.
- Support the development of reports, and/or issue briefs for relevant stakeholders on Ocean Account, Climate Smart Aquaculture, Blue Carbon and other research when necessary.
- Work with the team to contribute to knowledge products and other communication documents (e.g., reports, briefs, data products, tools, blog) to raise the profile of WRI Indonesia’s works
- Ensure that all knowledge products coming out from programs are designed to deliver actionable results.
- Participate in discussions, meetings, conferences with key stakeholders.
- Respond to project needs and inquiries.
- Identify and engage with relevant partners at the national and subnational level, in coordination with relevant program.
- Utilize your creativity, research and analysis skills to identify new opportunities.
What You Will Need Education: Master’s degree in integrated coastal management, marine science, oceanography, marine planning, aquaculture, fisheries, natural resources management, international development, environmental science, public policy, political science, or other relevant fields. Skill & Experiences:
- Minimum 3 years of experience coordinating a programme/project/activity in the area of marine, coastal environment, and/or fisheries management.
- Proficiency in using Microsoft product(s): word, excel, power point, notes, and similar app of other products and/or brands.
- Strong writing and research skills, excellent academic performance, as well as high level of organization and attention to detail.
- Strong familiarity with blue carbon analysis including measurement, reporting and verification.
- Very strong familiarity with or interest in Indonesian marine and fisheries issues particularly mangrove.
- Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.
- Ability to communicate research approach and findings effectively to technical audiences with limited support from manager, using compelling presentation skills.
- Familiar with best practices in managing donor relationships, including maintain team’s efforts to remain compliant with funder policies and project commitment
- Ability to adopt new tools as required to support project monitoring and tracking activities, and ability to identify project risks.
- High integrity, passion for sustainable development, and good sense of humor preferred.
- Able to travel to remote areas to do field investigation and stakeholders coordination.
- Demonstrated proficiency and fluency in oral and written English and Bahasa Indonesia.
- Legally able to work in Indonesia
- Must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities, handle assignments independently, and work under tight deadlines.
Contract Arrangement Full-time with fixed-term employment agreement up to 9 (nine) months with 3 (three) months of consultancy contract apply before the fixed-term employment agreement started.
