Program Manager Sustainable Maize Plantation and Supply Chain – Surabaya
CHILD SAFEGUARDING:
Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Cargill and Save the Children Indonesia (SCIDN) have a joint ambition to improve children and youth’s wellbeing by building livelihood and climate resilience in communities in Cargill’s supply chains and where Cargill operates. Both Cargil and Save the Children will build an inclusive food-grade maize value chain in East Nusa Tenggara (NTT) and East Java Provinces, Indonesia, that will allow smallholder farmers to increase their income and their family’s welfare by sustainably produced premium maize to new markets. Through a supportive ecosystem for farmers, this project will establish a sustainable food-grade maize production model in two target provinces, emphasizing the advancement of human rights, equality, and inclusion of underprivileged populations, the development of climate-resilient food production systems, and the construction of profitable economic portfolios at the household level. The project model is set to start in one district of NTT Province, where Save the Children Indonesia ( SCIDN) is currently working in, and in another district in East Java Province, which will be selected based on the recommendation of a feasibility study . The projects success will be measured by three indicators: 1) amount of increased net incomes of target food-grade maize farmer households; 2) % of farmer households prioritizing children’s needs (health, education) from their increased income; and 3) amount of increased food-grade maize production.
To ensure the program implementation in two provinces, Save the Children is seeking Program Manager position.
The Program Manager will lead program implementation activities of Yayasan Save The Children Indonesia’s Sustainable Maize Plantation and Supply Chain program . Duties of this post holder include ensuring all program activities are implemented according to plan and at a high-level of quality; ensuring an inclusive program framework that aims to benefit all stakeholders involved, ranging from agriculture input providers to farmers, financial institutions, intermediaries, agri-retailers, and off takers, ensure a supportive ecosystem for farmers, support in establishing a sustainable food-grade maize production model, all reporting and planning is completed in a timely manner and at a high-quality; all communications are completed in a timely and accurate manner; coordinate well with key external stakeholders; all child safeguarding controls are enforced; and financial and administrative management adheres to Save the Children and donors policies, regulations, and good practices.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
Oversight and Management of Program Implementation and Quality
- Ensure the program strategy & implementation are in line with program design, commitment with the donor and Save the Children Policy
- Responsible for overall coordination of the project by working closely with staffs under his/her direct line management, local implementing partners and stakeholders for the high-quality program delivery
- Develop a Detail Implementation Plan in all program areas by ensuring the on-time delivery in accordance with committed the quality framework and standards, including monitoring and evaluation, and ensuring synergy among program approaches.
- Ensure Adapative Management approach is applied into program operation to respond to the change context in the field.
- Ensuring an inclusive program framework that aims to benefit all stakeholders involved, ranging from agriculture input providers to farmers, financial institutions, intermediaries, agri-retailers, and offtakers
- Ensure a supportive ecosystem for farmers, support in establishing a sustainable food-grade maize production model.
- Work with the Program Impact & Policy Department to ensure program quality framework standards are maintained and identify ideas for scaling up work in project areas.
- Ensure timely accurate reporting to National Office and Save the Children Member, both narrative and financial.
- Ensure the green rating of program KPIs as required by Save the Children in monthly basis
Financial Management
- Develop program budgets and projections together with program team and finance
- Ensure the effective and efficient use of project resources.
- Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections.
- Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures including the financial management & tracking for the implementing partners
- Coordinate with the Finance unit to produce accurate and timely financial reports.
- Check financial report to ensure compatibility with project activities.
Partnership Management:
- Work closely with MSD Specialist and MSD Consultant to establish partnership with System Actor Partners (SAP) to ensure smallholder farmers accessing products and services needed for sustainable premium maize farming.
- In collaboration with MSD Specialist and MSD Consultant, facilitate linkages for selling smallholder’s food-grade maize, generate income, and reduce poverty.
- In collaboration with Partnership Unit, assess and select the reputable implementing partner in implementing the program.
- Work closely with the implementing partners to ensure high quality programming and on time program delivery.
- Ensure the on-time reporting with high products of the monthly narrative and financial report of implementing partners.
- Provide technical supports to develop and strengthen the implementing partner’s capacity
- Maintain the relationships with local authorities, Implementing partners and other key local stakeholders at District and Provincial level.
Logistics
- Ensure that all procurement is managed in an appropriate, timely and transparent manner as per Save the Children Policies and procedures and internal audit requirements.
Child Safeguarding
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) within CO including ensure CSP integration in all project activities including for target beneficiaries.
Emergency Response Management
- Work with Humanitarian team to strengthen the Indonesia organizational readiness to respond to emergencies in Program areas in line with global Save the Children emergency policies and Save the Children Indonesia Emergency Preparedness Plan. This includes ensuring optimal Program staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
- Coordinate the response to any prioritized emergency in the program area supervision
- Ability to be deployed outside normal profile for emergency response as required by national office
Monitoring, Evaluation, Accountability, Learning (MEAL)
Collaborate with the MEAL team to:
- develop program log frames, indicators, implementation plans, and monitoring and evaluation frameworks and related tools
- conduct an agile and responsive review process that include Business Model and Theory of Change.
- amplified impact and promoted results for potential replication.
- take leadership in development of program research & learning agendas as required by organization and donor
- Ensure the learning materials & documentations are stored and shared on timely basis among internal-external stakeholders and children themselves, also facilitating cross-learning.
Staff Management, Mentorship, and Development
- Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staffs.
- Manage the performance of all direct reporting staff.
General

QUALIFICATIONS, EXPERIENCE AND SKILL
Education and Experience background
- Bachelor’s degree in agriculture, social science, sustainability or other relevant study and masters is desirable. Extensive and substantive relevant practical experience may be considered in lieu of a Master’s Degree
- Experience in managing budget at least USD 350.000 per year
- Experience in both profit and non-profit sector on Market System Development (MSD)
- Experience of working in partnership especially System Actor Partnership
- Recommended a minimum of 7 years of program management experience in development and humanitarian work, including significant field implementation experience and work with partners.
- Previous experience of managing and developing a team and the ability to lead, motivate and develop others.
- Experience working with an international NGO or similar organization.
Skill and Knowledge
- Sound Business Oriented experience
- Strong technical knowledge of Market System Development models
- Solid project management skills with a proven history of delivering results.
- Substantial experience and knowledge of effective financial and budgetary control.
- Ability to analyse information, evaluate options and to think and plan strategically.
- Excellent interpersonal, communication and presentation skills.
- Fluency in written and spoken Indonesian, strong English written and spoken skills.
- Demonstrated ability to write high quality reports and other project documents in Indonesian and English.
- Ability to develop and manage extensive networks and contacts.
- An understanding of government policies and ability to apply it to Programmatic works.
