About this role:
Management Sciences for Health (MSH) is seeking a Provincial Tuberculosis Associate for the USAID funded, MSH managed Together Towards Elimination and Freedom from TB (USAID BEBAS TB) activity. BEBAS TB is a five-year, $70 million TB flagship activity to improve the quality of tuberculosis case detection, diagnosis, care, and prevention. Through the USAID funded, USAID and MSH will provide technical assistance to the National TB Program to improve the quality of TB service delivery by introducing and piloting new approaches and treatment regimens and bringing international best practices to Indonesia. This Activity will also build on the work of previous USAID activities and current projects to achieve its goal.
What are the main responsibilities?
The Provincial TB Associate’s responsibilities will include supporting the strategic planning, coordination, and technical support to the drug sensitive TB activities for the project to ensure that the TB notification is increased, and treatment outcomes are improved.
This position will work closely with the BEBAS’s provincial officers and the Senior TB Advisor so that coordinated technical support is channeled to the government provincial, and district supervisors/mentors for them in turn to cascade the data guided mentorship/supervision of private and public health facilities. The Provincial TB Associate helps assure a strong linkage between the public health and population approaches of technical assistance in TB, TB/HIV and MDR TB. S/he will work closely with project, provincial, and district health offices to ensure a standard and integrated approach to build the capacity of health workers in public and private health facilities in diagnosing and treating drug sensitive TB.
The Provincial TB Associate will be expected to employ a “hands-on” technical approach. Specific emphasis will be placed on program management, and quality DOT’s implementation and DOT’s expansion, with a focus on increasing TB case notification and improving the quality of care and treatment of patients.
More specifically:
  • Together with the Provincial Manager and central-level MERL team and technical team, plan, implement, monitor and evaluate the provincial and districts’ project activities
  • As a provincial level TB Associate, support the Activity field team, government provincial, and district TB experts, public and private health facilities in the province
  • Support provincial coordination and provision of technical assistance and capacity building in TB case notification and treatment to hospitals and health centers
  • Closely work with the provincial and district mentors/supervisors in implementing the activities and standards set together with the NTP
  • Work with the other provincial BEBAS-TB teams and the provincial government to ensure consistent high quality service provision appropriate to the specific tier of the health facilities as well as referrals and linkages between each tier, and between the facility/ community
  • Help identify barriers for TB case identification, and management and work with staff and stakeholders to address barriers and ensure project objectives are met
  • Liaise with provincial, district health offices and other partners to harmonize all activities and resources in the province
  • Maintain an up-to-date knowledge of NTP approved TB policies and guidelines and ensure the project follows best practices
  • Together with the provincial M&E team assist in conducting assessments, analyzing, monitoring and evaluation data and tracking project indicators as the basis for measuring performance and proposing improvements
  • In consultation with the Technical Advisors and Provincial Manager, participate in developing provincial and district plans and budget
  • Perform other activities as assigned by the supervisor

Specific requirements for this role are:
Education and Experience:
Required: BA/BS Preferred: MD plus certificate is an advantage
Required: At least two (2) years of related experience, including prior experience TB and MDR TB. Preferred: Previous experience as TB patient and/or in program management.
Competencies:
  • Previous USAID experience preferred. Demonstrated ability to communicate clearly and concisely in written and spoken English
  • Proven ability to develop effective working relationships
  • Excellent organizational and prioritization skills, and attention to detail
  • Willingness to travel frequently (up to 50% of the time) within the assigned province
