JOB PURPOSEUnder the Indonesia WFP Country Strategic Plan 2021 – 2025 (CSP) Programme the Policy and Program Officer (PPO) School-Based Programmes is responsible for guiding the WFP Programme to improve nutrition and heathy diets of school age children.
The Officer is responsible for reviewing existing policy and regulatory frameworks, drafting policy briefs, and providing technical inputs on school nutrition and meal programs in support of the Government of Indonesia commitment towards improved nutrition for school – aged children, inclusive of Government led School Meals activities.
The Officer will report directly to the Team Leader, under the overall guidance of Head of Strategic Objective 3. The Officer is responsible for supporting partnerships with government institutions, CSOs and other agencies. In addition, the Officer will lead WFP Indonesia efforts to review insights from policies, standards and regulations, and integrated school nutrition models, and outline operational project guidance as per it school based programmes.
In 2021, WFP Indonesia launched its Country Strategic Plan (CSP) 2021-2025, which is fully aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the Government’s Medium-Term Development Plan (RPJMN) 2020-2024. Through this its CSP WFP engages in policy dialogue and provides technical assistance in partnership with and support of the Government of Indonesia. WFP Indonesia supports the Government to achieve its mid-term and long-term SDG targets with a focus on Food Security and Nutrition Analysis, Social Protection, Disaster Preparedness and Climate Change Adaptation, and addressing malnutrition through healthy diets, and food systems transformation.
The programme portfolio under the incumbent here contributes directly to the achievement of CSP Strategic Objective 3, namely, “By 2025 populations at risk of multiple forms of malnutrition benefit from increased national capacity to design and implement programmes that enhance access to and promote positive behaviours on healthy diets and prevent stunting and other nutritional deficiencies”.
KEY ACCOUNTABILITIES (not all-inclusive) 1. Responsible for leading efforts to research policies, including national laws, policy frame works, and legislation, standards for healthy diets and healthy school environment and ASEAN school nutrition integrated packages.
2. Support drafting of policy briefs and outlining program guidance materials related to school-based programmes.
3. Contribute to design of projects and evidence generation for school based programmes, including costing and assessment of financial capacity of national actors.
4. Provide strategic input and actively engage in national and international level policy and advocacy dialogue to enhance policies and programmes to improve nutrition of school-aged children.
5. Provide technical assistance to government counterparts and other partners to enhance capacity to design school nutrition and meal programs, policies, standards, legislation, and regulations.
6. Provide strategic and technical inputs for the development of concept notes, and proposals to mobilize resources for school based programmes and improving healthy diets.
7. Support implementation of national coordination mechanisms to contribute to enhanced policy dialogue and capacity for improved nutrition of school aged children.
8. Research and analyze a range of policy and operational issues as part of WFP’s engagement with the Government related to large scale School Nutrition and Meal programmes.
9. Contribute to the effective management of internal and external partnerships for improved nutrition status of school-aged children, including partners of the School Meal Coalition.
10. Contribute to the timely and quality reporting of WFP Indonesia School Nutrition and Meal programmes and activities to meet donor and corporate requirements.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION:
- Advanced University degree in Nutrition, Public Health Nutrition, Food Technology, Medicine, Environmental Science, Social Sciences, Law, Public Policy, or other field relevant to international development and nutrition.
- University Degree with additional 5 years of related work experience and/ or trainings/courses.
LANGUAGES Fluency (level C) in English and Bahasa language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Two years post graduate relevant professional experience with master’s degree, or Five years post graduate relevant professional experience with a first University Degree.
- Experience with project design, research and analysis, mapping of policies of nutrition, health and school based policies and programs.
- Demonstrated experience in advocacy, partnership building and country capacity strengthening modalities.
- Demonstrated experience in engaging and influencing policy dialogue.
KNOWLEDGE & SKILLS REQUIRED:
- Understanding and extensive knowledge of Indonesia nutrition, health, education, overall food system and including relevant polices, and regulations at national and sub-national level, particularly for school age children.
- Ability to analyse information and data, and formulating evidence based recommendations for policies and programs.
- Skills to outline and write reports, policy briefs and advocacy materials.
- Understanding of the triple burden of malnutrition and programmatic modalities for addressing its causes.
- Demonstrated effective and sound partnership building, particularly coalitions and technical working groups
- Excellent oral written communication and presentation skills
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.
