TITLE : Supply Chain Operation Coordinator

TEAM/PROGRAMME: Partnership, Strategic and Program Operations

LOCATION: Jakarta

Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:

Yayasan Save the Children Indonesia is changing for the better one. Weve begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. The supply Chain as a key part of the organization has an important role in realizing the Yayasan Save the Children Indonesia project implementation through a supply chain working role to support each project site in Indonesia.

The Supply Chain Operation Coordinator is to offer leadership and management support to the supply chain and admin staff in Indonesia National Officer. The post holder will ensure compliance with the organizations policies and procedures in both emergency and development programming contexts, implement supply chain requirements and offer training for both supply chain and non-supply chain staff. Play an important role in Key Performance Indicators (KPI) to assist the Supply Chain Manager in realizing a procurement plan implemented in a timely manner and in line with core procurement guidelines and organization policies.

In addition, the post holder will also have the following accountabilities:

  • Prepare budget forecast for the next months cash projection for the supply chain unit and submit it to finance on a monthly basis as requested.
  • Collaboration with other Supply Chain Coordinators to keep procurement procedures followed and update other logistics key elements.
  • Assist the Supply Chain Manager in managing the supply chain function within the area of responsibility.

KEY AREAS OF ACCOUNTABILITY:

The post holder should have a wide and comprehensive view of supply chain and logistics in managing the function within the field office under guidance by the Supply Chain Manager and ensuring the supply chain is working in line with the organizations core value and procurement procedure and Save the Children procurement policies. Together with the Supply Chain Manager, be responsible for keeping up the Supply Chains Key Performance Indicator (KPI) as well as asset management.

Provide feedback on the importance of cross-cutting issues to the Yayasan Save the Children Indonesia. Ensure field office supply chain operations comply with quality standard framework and standard operating modules.

Administration

  • Ensure timely and accurate payment for vendors, and service providers including utility payments for both offices and houses (if any).
  • Ensure the office, asset and vehicle are well maintained to comply with safety regulation
  • Ensure adequate vehicle insurance coverage and timely registration and permit.
  • Ensure efficient, professional reception function.
  • Ensure rented premises by Yayasan Save the Children Indonesia are updated properly and pose lucrative value to the organization.
  • Ensure proper record keeping, maintenance and control of all assets in the field and national office to become the master asset list updated for Indonesia.

Logistics and Procurement:

  • Coordinate logistics activities and implement the country logistics policies and procedures for the following areas: procurement, transport and distribution, warehouse and stock management, fleet management, communication system and asset.
  • Manage and support admin and logistics staff including ensuring clear division of responsibilities, clear objectives, and management performance.
  • Ensure that all procurement is done in an appropriate, efficient, timely and transparent manner as per Yayasan Save the Children Indonesia policies, procedures, and donor requirements.
  • Ensure centralized asset register, supervise warehouse stock, supplier database, procurement tracker, and fleet analysis is well maintained and updated.
  • Ensure efficient supply chain planning (plan, source, transport store and dispatch)
  • Ensure the efficient cost-effective, fleet management and reporting are in place and in compliance with Save the Children Standard.
  • Ensure timely periodic reports and coordination with the other supply chain coordinator.
  • Ensure the staff under his/her supervision understand and perform their work in a proper manner and assist them if required.
  • Ensure KPI and TIM are updated properly and capacitate staff in logistics
  • Manage big procurement through tender by functioning Procurement officer, Admin and Logistics Officer (if needed) at each step of the tender process.
  • Uphold transparency and nondiscrimination in conducting the procurement process.
  • Develop and organize Framework agreements for all categories and guide including field office staff to emphasize the Framework agreements are in place.
  • Prepare and control the filing system of all documents done through his or her team such as procurement officer, admin and log officer as well as assistant.
  • Provide insight information towards all policies and procedures of Procurement on track.
  • Refer to any cost of benefits and cost avoidance found from all Field offices and CO.

Staff Management

  • Manage field supply chain team, define expectations, and provide technical support as needed by the team.
  • Manage the performance of logistics staff through:
    • Effective use of a performance Management System including the establishment of clear, measurable objective, ongoing feedback, periodic reviews and fair and unbiased evaluation
    • Coaching, mentoring and other development opportunities
    • Recognition and reward for outstanding performance
    • Documentation of performance that is less than satisfactory with appropriate performance improvement /work plans.
  • Incorporate staff development strategies and performance management systems into the team building process.

Fleet management

  • Ensure appropriate size and type of fleet in the CO and track daily operational needs.
  • Ensure renting vehicles, safety aspects and train the rental driver if needed for the new driver with our log books.
  • Ensure compliance schedules and safety standards for the vehicles.
  • Ensure travel management of every personnel and visitor are well-organised.

Asset

  • Ensure all program assets and stocks are in line with Assets policies and procedures.
  • Coordinate supply chain planning for dispatch, store and issue materials from the warehouse.
  • Conduct regular checklists with right SOF code and do inventory controls with the team as required.

Involvement in developing the capacity of local partners

  • Provide tangible support to train local partners in the Supply Chain including standardizing the training module based on consultation with Supply Chain Manager.
  • Ensure the partner monitoring is scheduled and factored within the project/programme.
  • Provide action points of improvement and conduct coordination with other departments for follow-up action.

Humanitarian and Emergency Response

  • Support National Office readiness to respond in emergencies whenever required upon emergencies case occurred to support operations requirements in humanitarian emergency response.
  • Contribute to ensuring appropriate and adequate emergency logistics procedures are well implemented during the emergency preparedness plan in order for immediate action taken.

OTHERS :

  • Other tasks that will be assigned by the Supply Chain Manager and Sn. Programme Manager in any case needed due to the urgency of the requirement.
  • Adhered to any guidance given towards the staff development and capacity of the team.
  • Train his or her team to organise good and harmonise team work.

QUALIFICATIONS AND SKILLS EXPERIENCE:

  • Minimum diploma degree or University level.
  • Logistic management 5 years of experience working with INGO environment within procurement and logistic supply chains national or International.
  • Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts
  • Familiar with procurement for item of laboratory and medical / biologic.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Demonstrated credibility with colleagues and stakeholders at all levels of an organization
  • Excellent interpersonal, communication and presentation skills.
  • Management skills, including the ability to supervise and motivate the team with strong personal value systems
  • Analytical, decision making and planning skills and the ability to handle multiple priorities
  • Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff
  • Excellent general administration work

  • Experience Working in Emergencies
  • Managing and conducting internal audits of admin paper works
