Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

Pillar 1: Stronger national level enabling environment for sub-national service delivery.

Pillar 2: Better sub-national governance for service delivery.

Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The RoleThe Research Consultant will be responsible for leading the research process from the development of the research design through to the final presentation of findings. Working closely with the Research Assistant, the Consultant will ensure the research objectives are effectively addressed. The Consultant will report to the SKALA Research Team and coordinate with other relevant teams, including the SKALA NTT Team.

About You

Specific Responsibilities          

• ​​Manage research activities over 5 (five) months, starting with designing research, processing research ethics and research permits, developing research instruments, conducting data collection, data analysis, writing up, workshops, and dissemination. 
• ​Report writing and other analytical output as stipulated in the TOR 
• ​Managing the active communication with SKALA Research Team and SKALA NTT Team for a better coordination and progress update in order to assure the research stays aligned 
• ​Conducting extended ethnography fieldwork in 2 remote areas (Ende and Sumba Tengah)​ 

Other Duties 

• Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment. 
• Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA. 

Job Requirements 

• Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain. 
• Work may require long, and flexible hours as needed. Travel is based on need.  

Deliverables 

• ​​Inception Report containing the detailed research design & instruments (in Bahasa Indonesia)​ 
• ​​Research Preliminary Report (in Bahasa Indonesia) 
• ​Research Final Report (In Bahasa Indonesia)​ 
• ​​Research Presentation (and Workshop if needed)

Relationship Management 

​​This position will report to SKALA Research Team and will work closely with the related team in SKALA

Selection Criteria 

Essential 

• ​​Master degree in Public Health, Environmental Health, Water Resources Management, Social Sciences, Development Studies, or other relevant disciplines​ 
• Having specific research background and experience of Water service will be more advantageous. 
• ​​Expertise of the geographic, socio-economic, and cultural context of Eastern Indonesia, especially NTT province in rural area.​  
• Having minimum 10 years in doing research including conducting the data collection, data analysist and report writing 
• Having experience and training with ethnography method and approach. 

Preferred 

• ​​Has lived in the province for at least the past five years​  
• Experience working with marginalized communities, including rural populations, women, and people with disabilities.
